Check with your state Health & Welfare dept. Ask them if an "Infant and Toddler" program exists in the state. It's a program funded by Medicaid and is not income based. In some states the they might support the "Katie Beckett" program. These are programs available up to age 3 after which other state/federal programs might be available.
